Establishes a voluntary disaster identification system that automatically activates when a state of disaster is declared for an affected area

Requires participating households to affix illuminated display devices to each person and domesticated animal, using either white lights (monochromatic) or color-coded lights: blue for adults 18+, red for children under 18, green for individuals with disabilities, and yellow for animals

Participants must signal their status to disaster relief personnel using continuous light to indicate no medical assistance needed, or flashing light to indicate medical assistance is required

Authorizes disaster relief personnel to patrol affected areas by air or ground at night to locate individuals or animals using the illuminated displays

Requires the Texas Division of Emergency Management to include provisions for the disaster identification system in the comprehensive state emergency management plan, effective September 1, 2025
