Authorizes the Texas Department of Licensing and Regulation commission to adjust private property towing fees and maximum charges biennially in odd-numbered years, with adjustments due by November 1

Ties fee adjustments to the Consumer Price Index for All Urban Consumers (CPI-U), allowing increases or decreases based on the percentage change during the preceding state fiscal biennium

Applies to fees for light-duty tows (vehicles 10,000 pounds or less), medium-duty tows (10,000-25,000 pounds), and heavy-duty tows (over 25,000 pounds)

Requires adjusted fees to be published on the department's website, with new rates taking effect January 1 following rule adoption

Eliminates the previous requirement for contracted studies examining municipal towing fees and analyzing costs by company, geographic area, and individual cost components
