Requires applications for standard permits for concrete batch plants (wet batching, dry batching, or central mixing) to include proposed daily hours of operation for both the facility and vehicles transporting materials to or from the site

Establishes default operating hours restricting facility operations to 7:00 a.m. to 7:00 p.m., and material transport vehicles at the facility site to 5:00 a.m. to 9:00 p.m., unless the executive director provides otherwise in the authorization

Allows the executive director to authorize alternative operating hours for up to five days per calendar year to accommodate special circumstances

Permits TCEQ regional offices to authorize temporary alternative operating hours in response to disasters or other emergencies

Requires facilities to maintain on-site records documenting any use of alternative operating hours; exempts plants permitted under the separate temporary concrete plant provision from the new operating hour restrictions
