Prohibits the sale or gifting of flavored cigarettes, e-cigarettes, and tobacco products that have any distinguishable taste or aroma other than tobacco, including flavors such as alcohol, candy, dessert, chocolate, fruit, herbs, spices, honey, mint, wintergreen, and menthol

Expands the definition of "e-cigarette" to include consumable liquids and materials used in vaping devices regardless of whether they contain nicotine

Creates a rebuttable presumption that a product violates the flavor ban if it is marketed, labeled, or packaged in ways that suggest a non-tobacco flavor, or if public claims are made about non-tobacco tastes or smells

Subjects violators to disciplinary action under existing tobacco enforcement provisions (Section 161.0901, Health and Safety Code)

Takes effect September 1, 2025, with enforcement provisions applying only to violations occurring on or after that date
