Requires electronic benefits transfer (EBT) cards for SNAP and financial assistance programs to display the recipient's name, photograph, a "Fraud Hotline" phone number, and a website address for reporting suspected fraud

Directs the Department of Public Safety to provide photographs from its records to the Health and Human Services Commission for use on EBT cards

Exempts certain individuals from the photo requirement, including those 65 or older, under 19, blind, disabled, domestic violence victims, homeless individuals, those issued cards at local commission offices, or those without a photo on file with DPS

Mandates HHSC to monitor and report annually by December 1 to legislative committees on the frequency of EBT card replacement requests

Implementation begins September 1, 2026 for new cards, with all existing cards required to comply by August 31, 2028; first monitoring report due December 1, 2026
