Applies to municipally owned utilities with more than 150,000 service connections that report water losses meeting or exceeding the threshold established by the Texas Water Development Board

Requires utilities exceeding the water loss threshold to complete a validation of their water audit within 180 days and submit a water loss mitigation plan within one year of filing the audit

Utilities exceeding the threshold for three consecutive years must complete a more detailed validation examining water leakage reduction strategies and billing data accuracy, then update their mitigation plan

Water loss mitigation plans must include 1-year, 3-year, 5-year, and 10-year goals, project descriptions, estimated financial and water savings, and implementation cost estimates

Authorizes the commission to assess $25,000 administrative penalties for each violation of these requirements
