Creates the Central Texas Water Alliance as a regional water authority under the Texas Constitution, with initial sponsors being Bell County, Bell County Water Control and Improvement District No. 1, Clearwater Underground Water Conservation District, and McLennan County

Establishes a board of directors with 5-18 members who serve staggered three-year terms, appointed by sponsors based on the amount of water contracted to be supplied, with directors limited to five consecutive terms

Grants the alliance authority to acquire, construct, and operate water supply infrastructure including reservoirs, groundwater wells, treatment facilities, pipelines, and aquifer storage and recovery projects for wholesale water and wastewater services

Authorizes the alliance to issue revenue bonds without voter approval, exercise eminent domain power for necessary property interests (but not for acquiring groundwater rights), and impose rates and fees on sponsors and customers

Prohibits the alliance from imposing ad valorem taxes; if the Act does not receive a two-thirds legislative vote, the eminent domain power is removed
