Expands the definition of "transmission service" in the Utilities Code to explicitly include siting of transmission facilities and infrastructure, including substations

Establishes a 90-day automatic consent provision for municipalities: if a municipality fails to respond in writing to an electric utility's request for consent to site, construct, or enlarge transmission facilities within 90 days, consent is deemed granted

Requires municipalities that receive transmission facility requests to send written notice to electric utilities specifying any conditions that must be met before the project can proceed

Expands electric utilities' rights to construct, maintain, and operate not just lines but also "related facilities" on state highways, county roads, municipal streets, and other public property

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
