Replaces the petition requirement (requiring 10 registered taxpaying voter signatures) for director candidates with a standard application process under Chapter 144 of the Election Code

Removes the "freeholder" (property owner) requirement for director candidates, now requiring only district residency and qualified voter status; explicitly prohibits district employees from serving as directors

Adds a vice president position to the board's elected officers (previously only president and secretary were required)

Eliminates the statutory assistant administrator position, leaving only the district administrator who serves at the board's will

Updates construction contract authority to allow public work contracts under Chapter 2269, Government Code, and applies performance and payment bond requirements under Chapter 2253, replacing the previous $2,000 advertising threshold

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; current directors may complete their terms regardless of new qualification requirements
