Prohibits natural gas from escaping into the air from a gas well after 10 days from when gas is encountered or casing is perforated, whichever is later

Requires operators seeking permission to release gas beyond the 10-day period to demonstrate both the necessity for the release and that they made a good faith, commercially reasonable effort to capture, sell, or productively use the gas

Defines "good faith effort" as situations where pipeline connection or capacity is unavailable or unfeasible, on-site consumption options have been evaluated and found unfeasible, and other productive uses are not technically or commercially viable

Mandates that any gas flared under commission authority be charged against the operator's allowable production

Requires the Railroad Commission of Texas to adopt implementing rules by December 1, 2025, with the act taking effect September 1, 2025
