Requires clear and conspicuous labeling on food products, medical products (including medications and vaccines), and cosmetics that contain human fetal tissue, are manufactured using human fetal tissue, or are derived from research using human fetal tissue

Defines "human fetal tissue" broadly to include tissue, cells, organs, and cells from fetal cell lines obtained or originally derived from an aborted unborn child

Prohibits the sale of covered food and cosmetic products, and the sale, dispensing, or administration of covered medical products in Texas without proper labeling

Directs the executive commissioner of the Health and Human Services Commission to adopt rules prescribing the form and contents of required labels by December 1, 2025

Labeling requirements apply to products sold, dispensed, or administered on or after January 1, 2026
