Expands court security committee membership to include a representative from each constable's office in the county and a justice of the peace who serves the county

Requires court security committees to meet at least once annually, changing from a permissive "may recommend" structure to a mandatory duty to develop and submit recommendations

Mandates that committees submit recommendations to the county commissioners court on courthouse security resources, expenditures, and allocation of any county court security budget

Maintains that while committees may make recommendations, they cannot direct the actual assignment of resources or expenditure of funds

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
