Expands eligibility for creating regional conservation and reclamation districts to include counties located on an international border with populations over 400,000 that contain at least two municipalities each with 70,000 or more residents

Allows districts in border counties to be created through petitions from at least 60% of water district boards, commissioners courts, municipal governing bodies, or joint petitions from two or more water districts, counties, or municipalities

Establishes specific purposes for border county districts including enhancing water security, coordinating regional water and wastewater services, developing sustainable water supplies, and reducing water loss through consolidation and innovative technologies

Requires border county districts to hold elections on November uniform election dates, elect directors by geographic precinct, contract with county election officers, and allows only qualified voters who are district residents to vote

Imposes extensive transparency requirements on border county districts including maintaining a searchable website with financial statements, audit reports, budget information, meeting agendas and minutes, and a monthly-updated expenditure database
