Prohibits health care providers from charging facility fees for telehealth and telemedicine services, except when the patient is physically located at the hospital or provider-based outpatient facility during the service

Requires health care providers to include valid place of service codes on all reimbursement claims and provide written notice to patients at least 10 days before scheduled services when facility fees will be charged at off-campus or provider-based outpatient facilities

Mandates 90-day advance notice to contracted third party payors before health care providers begin charging new facility fees at newly built facilities or for services not previously subject to facility fees

Establishes administrative penalties up to $1,000 per violation for non-compliance, enforced by the Health and Human Services Commission or appropriate state regulatory authority, with no private cause of action created

Directs UT Health Science Center at Houston to conduct a study using the Texas All Payor Claims Database comparing facility fee costs and patient cost-sharing obligations, with a report due to the legislature by December 1, 2026 (contingent on legislative appropriation)
