Requires health care providers to give pregnant women written information about perinatal palliative care when an unborn child is diagnosed with a life-threatening or life-limiting illness or medical condition

Directs the Health and Human Services Commission to develop informational materials about perinatal palliative care services and maintain a geographically indexed list of providers and programs on its website

Defines "perinatal palliative care" as comprehensive supportive care from diagnosis through the infant's first birthday, including medical, social, and mental health services, but explicitly excludes acts intended to cause or hasten an unborn child's death

Prohibits including abortion providers or their affiliates on the perinatal palliative care provider list, except those performing abortions only during medical emergencies

Imposes disciplinary action on health care providers who fail to comply: a written warning for a first violation and a $1,000 administrative penalty for each subsequent violation

Takes effect September 1, 2025
