Replaces specific SAT and ACT score requirements for automatic admission to Texas public universities with scores to be set by the Texas Higher Education Coordinating Board on examinations designated by board rule

Applies to students in the top 10% of their high school graduating class who did not complete the distinguished level curriculum but seek automatic admission through test scores

Allows students not qualifying for automatic admission to apply if they achieve the coordinating board-set score on a designated college entrance examination

Requires the Texas Higher Education Coordinating Board to conduct a study identifying which college entrance examinations have sufficient rigor and reliability for university admission criteria, with a report due to legislative leadership by August 1, 2026

Changes take effect for admissions beginning with the 2028 fall semester; the study provision expires September 1, 2027
