Removes the requirement for Texas Higher Education Coordinating Board review and approval when the Texas State Technical College System board of regents acquires land and facilities

Eliminates the previous $300,000 threshold that triggered mandatory coordinating board oversight for property acquisitions added to the educational and general buildings inventory

Allows the board of regents to accept or purchase land and facilities in counties where a campus or extension center is located without additional state-level approval

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
