Requires electric cooperatives to provide nondiscriminatory access to certificated telecommunications providers for placing facilities in rights-of-way, pole attachments on distribution poles (up to 34.5 kilovolts), and related buildings

Caps pole attachment rates at either the contractually agreed rate or the rate that would be permitted under Federal Communications Commission rules (47 U.S.C. Section 224(e)), whichever applies

Grants the Public Utility Commission of Texas authority to open contested case proceedings to determine whether electric cooperative pole attachment rates comply with the law

Authorizes the Public Utility Commission of Texas to enforce the new chapter and adopt necessary rules, extending enforcement provisions in Chapter 15 to include electric cooperatives

Takes effect September 1, 2025
