Authorizes the surveying advisory committee to prepare written reports or recommendations to the board on any surveying-related subject, either on its own initiative or at the request of any interested person, and requires the committee to maintain public records of meeting discussions and actions

Expands the board's authority to issue written advisory opinions to include interpretations and applications of Chapter 1071 (land surveyor regulations) in addition to Chapter 1001 (professional engineers)

Restructures the surveyor-in-training certification process to require passing the fundamentals of surveying examination as a prerequisite for certification, with certificates valid for eight years

Modifies registered professional land surveyor requirements to include passing both the principles and practice of surveying examination and a new Texas-specific surveying examination, while reordering educational requirements to prioritize land surveying coursework over civil engineering

Takes effect September 1, 2025, applying only to applications filed on or after that date; passed the Senate 30-0 on April 10, 2025 and the House 135-0 on May 23, 2025
