Requires the Texas Commission on Environmental Quality (TCEQ) to notify local air pollution control programs when excessive emissions events occur within their jurisdiction, at the same time the commission notifies the responsible facility

Mandates that local air pollution control programs receive at least 30 days to provide comments on corrective action plans submitted by facilities for excessive emissions events

Prohibits TCEQ from approving a corrective action plan before the 30-day local comment period expires, though the commission may disapprove a plan before that deadline

Requires TCEQ to provide approved corrective action plans to the relevant local air pollution control programs

Exempts comments submitted by local air pollution control programs from public disclosure requirements under the Texas Public Information Act

Applies only to excessive emissions events occurring on or after the effective date; takes effect immediately with two-thirds legislative vote or September 1, 2025
