Reduces the deadline for new owners and dealers to submit title transfer applications from 45 days to 20 days after purchase or ownership transfer, and expands the definition of "vessel" while adding exemptions for amphibious vehicles already titled under Transportation Code

Establishes a "Hull Damaged" title brand system requiring owners or insurers to disclose hull damage when transferring vessels, with Class B misdemeanor penalties for intentional violations and Class C misdemeanor penalties for negligent violations

Creates detailed procedures for perfecting and terminating security interests in vessels and outboard motors, including secured party transfer statements and transfer-by-law statements for involuntary transfers such as death, divorce, or bankruptcy

Exempts documented vessels, foreign-documented vessels, barges, vessels under construction, and outboard motors at least 40 years old with 25 horsepower or less from titling requirements; effective date is January 1, 2028
