Texas Water Development Board must review and update guidance principles and all related rules for the state water plan at least every five years, coordinating with the Texas Commission on Environmental Quality, Department of Agriculture, and Parks and Wildlife Department

Regional water planning rules must also be reviewed and updated by the board at least every five years to align with the state water plan adoption cycle

State flood plan guidance principles and related rules must be reviewed and revised at least every five years, with input from multiple agencies including the General Land Office, Texas Division of Emergency Management, and State Soil and Water Conservation Board

Rules related to state water plans, regional water planning, and state flood plans are exempted from the standard Government Code requirement to review rules every four years after they take effect

Effective date is September 1, 2025; passed Senate 29-0 on March 20, 2025, and House 147-0 on May 6, 2025
