Prohibits health benefit plan issuers from requiring prior authorization for prescription drugs prescribed to prevent HIV infection (pre-exposure prophylaxis/PrEP medications)

Applies broadly to most health coverage types including private insurance, HMOs, state employee plans, teacher retirement plans, Medicaid managed care, and the Children's Health Insurance Program (CHIP)

Covers group health benefit plans provided to Texas residents regardless of where the policy was issued or delivered

Exempts individual health plans issued on or before March 23, 2010 that have not had significant changes reducing benefits or increasing costs (grandfathered plans)

Takes effect September 1, 2025, with requirements applying to health plans delivered, issued, or renewed on or after January 1, 2026
