Defines "crisis nursery facility" as a child-care facility providing voluntary temporary care (all or part of a 24-hour day) to children placed by parents or guardians to prevent or resolve family crises or address critical family functioning problems

Exempts crisis nursery facilities from standard child-care licensing requirements under Section 42.041 of the Human Resources Code

Requires the Health and Human Services Commission executive commissioner to adopt rules specifying applicable licensing regulations, safety requirements (food preparation, sleeping arrangements, hygiene facilities), facility capacity limits, and data collection requirements

Mandates routine financial monitoring, regular inspections (including after each complaint), and establishes a complaint filing process with the commission for crisis nursery facilities

Limits a child's stay at a crisis nursery facility to a maximum of 72 consecutive hours, unless the facility is a licensed residential child-care facility also providing crisis nursery services
