Hospitals must submit monthly reports to the commission by the 5th of each month detailing the number of suspected child abuse, exploitation, or neglect reports made to the Department of Family and Protective Services during the preceding month

Reports must include whether hospitals informed parents or guardians that they may obtain alternative medical opinions, plus any diagnostic codes (CPT, DRG, ICD) used related to the suspected abuse cases

Physicians who assign abuse-related diagnostic codes must provide signed affidavits stating whether the code was based on direct observation of the child or information from hospital staff; these affidavits are confidential

Administrative penalties for non-compliance are tiered by hospital gross revenue: up to $10/day for hospitals under $10 million, $100/day for $10-100 million, and $1,000/day for hospitals with $100 million or more in revenue, beginning 16 days after violation notice

The commission must submit quarterly summary reports to the legislature on the collected hospital data; the act takes effect September 1, 2025
