Establishes 18 as the absolute minimum age for marriage in Texas, with no exceptions

Eliminates the previous exception that allowed minors under 18 to marry if they had obtained a court order removing the disabilities of minority (emancipation)

Declares any marriage void if either party is younger than 18, regardless of emancipation status from Texas or any other state

Prohibits county clerks from issuing marriage licenses to anyone under 18 under any circumstances

Takes effect September 1, 2025, and applies only to marriage license applications filed and marriages entered into on or after that date
