Authorizes the Department of Family and Protective Services to enter into adoption assistance agreements for children after a final adoption order has been rendered, rather than only before finalization

Requires the child to be diagnosed by a health care provider with special needs after the adoption is finalized to qualify for post-adoption assistance

Child must meet the criteria that would have qualified them for adoption assistance under existing law if the special needs had been identified before the adoption

Applies retroactively to adoptions finalized before, on, or after the effective date of September 1, 2025

Implementation is contingent on legislative appropriation of funds specifically for this purpose; without dedicated funding, the department may implement using other available money but is not required to do so
