Redesignates the "State Water Implementation Fund for Texas Advisory Committee" as the "Texas Water Fund Advisory Committee" and relocates the governing statute from Section 15.438 to Section 15.009 of the Water Code

Expands committee membership from seven to eight members, adding the chairs of the Senate and House committees with primary jurisdiction over water resources as co-presiding officers, and adding the Director of the Texas Division of Emergency Management as a nonvoting member

Broadens the committee's oversight responsibilities to include four funds: the State Water Implementation Fund for Texas, the Texas Water Fund, the Flood Infrastructure Fund, and the Texas Infrastructure Resiliency Fund

Abolishes the separate Texas Infrastructure Resiliency Fund Advisory Committee by repealing Section 16.456 of the Water Code, consolidating advisory functions under the newly renamed committee

Requires semiannual review of each fund's operation, function, and structure, with the committee subject to the Texas Sunset Act and set to expire September 1, 2035, unless continued
