Prohibits governmental bodies from withholding dates of birth in response to public information requests, overriding the general privacy exception in Section 552.101 of the Government Code

Allows dates of birth to still be withheld in three circumstances: when permitted under Section 552.102 (which protects certain personnel and family information), when protected by HIPAA federal privacy requirements, or when otherwise provided by constitutional or statutory law

Applies only to public information requests received on or after the effective date; requests received before that date remain governed by prior law

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, or otherwise takes effect September 1, 2025
