Requires the Texas Attorney General to operate a toll-free open records hotline that members of the public and government employees can call to ask questions about public information law requirements and proper procedures for requesting or providing government records

Creates a formal complaint process allowing individuals who believe a governmental body failed to properly provide requested public information to file a written complaint with the Attorney General, including the original request, any correspondence received, and a statement explaining the alleged violation

Governmental bodies must respond in writing to Attorney General questions regarding complaints within 5 business days, and the Attorney General must issue a written response to both parties within 20 business days of receiving the complaint

Reduces the deadline for governmental bodies to respond to Attorney General questions about alleged overcharging for public records from 10 business days to 5 business days, and requires the Attorney General to issue a determination within 10 business days of receiving an overcharge complaint

Takes effect September 1, 2025
