Declares that firearms, firearm accessories, and ammunition manufactured entirely in Texas from basic materials and remaining within state borders are not subject to federal law or regulation, including registration requirements under Congress's interstate commerce authority

Defines "firearm accessory" to include telescopic/laser sights, magazines, sound suppressors, folding stocks, grips, speedloaders, ammunition carriers, and target illumination lights

Requires firearms manufactured and sold under this law to be clearly stamped with "Made in Texas" on a central metallic part such as the receiver or frame

Excludes certain items from the exemption: firearms requiring more than one person to operate, firearms with bore diameter over 1.5 inches using smokeless powder, explosive ammunition, and fully automatic weapons capable of firing more than two shots per trigger pull

Requires the Texas Attorney General to seek a federal court declaratory judgment confirming the law's constitutionality when notified by a Texas resident of their intent to manufacture qualifying firearms, accessories, or ammunition
