Expands design-build construction method eligibility to all governmental entities in Texas, removing the previous requirement that entities must have a population of more than 100,000 within their geographic boundary or service area

Maintains eligibility for boards of trustees governed by Chapter 54 of the Transportation Code

Broadens the definition of "single integrated project" for water infrastructure to include wastewater infrastructure projects, not just water treatment plants

Expands components that qualify as part of a single integrated water/wastewater project to include pump stations and water storage facilities, in addition to treatment facilities, well fields, desalination plants, and pipelines

Takes effect September 1, 2025
