Establishes a pilot program administered by the Texas Division of Emergency Management to award grants to community organizations (churches, nonprofits) and political subdivisions (counties, municipalities) in Harris County for creating disaster relief hub houses

Disaster relief hub houses must provide shelter, electrical power, food, and emergency preparedness items such as batteries, water, ice chests, and nonperishable food to surrounding communities during or before disasters

Eligibility requirements include being located in Harris County, maintaining a building capable of sheltering at least 15 individuals simultaneously with electrical power access, and submitting a disaster resiliency plan

The Division must submit annual reports on program effectiveness to state leadership beginning August 31, 2026, with recommendations on whether to continue, expand, terminate, or implement the program statewide

The pilot program expires September 1, 2027, and the act takes effect immediately with two-thirds legislative vote or September 1, 2025 otherwise
