Limits the governor's authority to issue public health directives during a declared state of disaster, requiring that any directive cannot be more stringent than public health directives applied to undocumented immigrants by U.S. Immigration and Customs Enforcement (ICE)

Imposes the same limitation on the Texas Department of State Health Services and local health authorities when issuing public health directives to address communicable disease outbreaks or public health emergencies

Amends Chapter 418 of the Government Code (disaster management) and Chapter 81 of the Health and Safety Code (communicable diseases) by adding new sections 418.0165 and 81.018

Applies only to public health directives issued on or after the effective date of the act

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
