Establishes a housing assistance pilot program to provide needs-based grants to junior college students for housing costs, including eviction prevention, rental payments, and deposit fees

Texas Higher Education Coordinating Board will administer the program in coordination with the Texas Education Agency, Texas Department of Housing and Community Affairs, and Texas Interagency Council for the Homeless

Only junior college districts with enrollment of 40,000 students or more are eligible to participate in the pilot program

Eligibility criteria will be developed in consultation with participating colleges, the Texas Homeless Network, and homeless response system leads, with consideration of FAFSA data or other relevant financial information

Program begins with the 2025-2026 academic year and expires September 1, 2029, with biennial reports to the legislature on effectiveness and recommendations for continuation, expansion, or termination
