Lowers the population threshold for municipalities eligible to hold a repeal election for the civil service system for firefighters and police officers from 950,000 to 70,000 residents

Requires municipalities that have operated under the civil service chapter for at least one year to hold a repeal election if they receive a petition signed by at least 10 percent of qualified voters

If a majority of qualified voters approve repeal, the municipal civil service system for firefighters and police officers becomes void in that municipality

Applies only to petitions for which an election has not yet been ordered before the effective date; pending elections follow existing law

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
