Amends Section 306.007 of the Estates Code to clarify that letters testamentary or of administration issued under the court's seal serve as sufficient evidence of a personal representative's appointment, qualification, and date of qualification, removing reference to separate certificates

Modifies Section 361.052 to establish two methods for removing a personal representative: (1) on the court's own motion after notification by qualified delivery method, or (2) on complaint of an interested person after personal service citation

Expands Section 362.012 to require court orders upon final estate settlement to include discharge of the personal representative, cancellation of letters, discharge of bond sureties, and estate closure when no property remains

Updates multiple provisions (Sections 405.001, 405.007, 405.009) regarding independent administration closures to explicitly require cancellation of letters issued to the personal representative and clarify that these provisions apply to both independent executors and independent administrators

Takes effect September 1, 2025, with changes to removal procedures applying only to motions or complaints made on or after that date
