Extends existing tuition and fee exemptions at Texas public colleges and universities to include siblings of military personnel who were killed in action, died while in service, are missing in action, died from service-connected illness/injury, or became totally and permanently disabled from service-related injury

Covers siblings of both U.S. Armed Forces members and Texas National Guard/Texas Air National Guard members who meet the qualifying conditions

Siblings may only qualify for the exemption if the military member does not have a spouse or child, giving priority to immediate family members

Requires siblings to be classified as Texas residents at the time of registration to receive the exemption

Takes effect beginning with the 2025 fall semester, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
