Expands existing open meeting recording requirements to include water districts subject to Chapter 36 (groundwater conservation districts), Chapter 49 (general water districts), and Chapter 60 (navigation districts) of the Water Code

Requires covered water districts to make video and audio recordings of reasonable quality for each regularly scheduled open meeting that is not a work session or special called meeting

Mandates that archived copies of meeting recordings be made available on the Internet

Applies only to open meetings held on or after September 1, 2025

Adds water districts to a list of governmental bodies already subject to these requirements, including transit authorities, school districts with 10,000+ students, home-rule municipalities with 50,000+ population, and counties with 125,000+ population
