Requires every municipality and county in Texas to request and enter into a 287(g) agreement with U.S. Immigration and Customs Enforcement (ICE) to authorize local officers to enforce federal immigration law

Mandates that agreements must specify the scope, duration, and limitations of the immigration enforcement authority granted to local personnel

Authorizes the Texas Attorney General to seek injunctive relief in Travis County district court against any municipality or county that fails to comply with the requirement

Denies all state grant funds for the fiscal year following a final court determination that a municipality or county failed to comply with the mandate

Directs the Comptroller to adopt rules for uniform implementation of the grant fund denial across all state agencies that distribute funds to local governments

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
