Legislative Budget Board must conduct a study every six years on state agency space allocation, examining total leased space costs, opportunities to move personnel from leased to state-owned facilities, potential cost savings from consolidation, and impacts on insurable assets, with initial report due September 1, 2026

State agencies and institutions of higher education must report detailed building/facility data including ownership status, square footage, utilization rates, occupancy changes since December 31, 2021, continuity of operations plans, and average monthly utility expenses

Legislative Budget Board must coordinate data collection with the Comptroller, State Auditor, State Office of Risk Management, General Land Office, Texas Facilities Commission, and Texas Higher Education Coordinating Board

All collected property information must be consolidated into a single database by June 1, 2026, accessible to legislators and state agency executive heads, with maps produced showing locations of all state-occupied buildings statewide

Information collected under this act is exempt from public disclosure requirements, and state agencies must use study findings to identify consolidation opportunities prioritizing state-owned space over leased space
