Adopts the federal definition of "manufactured home" from 42 U.S.C. Section 5402(6) in both the Business & Commerce Code and Occupations Code, replacing the previous detailed state definitions

Allows licensees to maintain required records at any location (removing the previous requirement that records be kept within Texas) and permits electronic record storage if records can be produced upon department request

Requires retailers to provide written disclosures to consumers before completing a credit application or before entering into any non-financed sale agreement, removing the previous "more than one day" advance notice requirement

Simplifies consumer waiver procedures by allowing modification or waiver of the right of rescission for bona fide personal emergencies, eliminating references to disclosure deadline waivers and waiting periods

Takes effect September 1, 2025; passed the Senate 29-1 on April 10, 2025, and the House 119-2 on May 2, 2025
