Creates the Texas Bicentennial Commission with 23 members: 9 public members appointed by the governor, 3 senators appointed by the lieutenant governor, 3 representatives appointed by the speaker, and 8 ex officio members from state agencies including the Texas Historical Commission, Texas Commission on the Arts, and education officials

Charges the commission with encouraging and coordinating bicentennial celebration activities, developing standards to sanction events, inviting national and international dignitaries, promoting tourism, creating an official logo, and selling commemorative products like calendars and flags

Appointed members serve staggered six-year terms, with initial appointments due by December 1, 2025; the commission must meet at least quarterly and requires 13 members for a quorum

Members receive no compensation but are entitled to expense reimbursement; the commission may employ an executive director and staff, accept gifts and grants, and establish an affiliated nonprofit organization

The commission must submit a report by September 1, 2037 on the economic effects of bicentennial activities, after which the commission will be abolished
