Establishes the Texas Alcohol Tourism Development Program within the Texas Economic Development and Tourism Office to develop and market alcohol tourism statewide

Requires the program to create a market research-based marketing plan to increase tourism to wineries, breweries, and distilleries and promote Texas-produced wine, beer, and distilled spirits

Mandates maintaining and publishing an annually updated public list of wineries, breweries, and distilleries offering tours and tastings

Creates a nine-member advisory committee appointed by the governor, including representatives from distillers, wineries, breweries, chambers of commerce, economic development researchers, the public, and relevant state agencies

Advisory committee must submit a report with proposed methods, implementation plans, and budget to the office and legislature by September 1, 2026, with the committee abolished January 1, 2027
