Authorizes public or private institutions of higher education, independent research organizations in Texas, or independent third-party organizations to establish cancer clinical trial participation programs that reimburse participants for ancillary costs including travel, lodging, parking, tolls, meals, groceries, and childcare

Establishes that reimbursement of ancillary costs does not constitute an inducement, coercion, or undue influence to participate in clinical trials, addressing misconceptions that have limited such support programs

Requires programs to reimburse participants based on financial need, which may include individuals with income at or below 700% of the federal poverty level

Allows reimbursement of ancillary costs for one family member, friend, or support person who accompanies a clinical trial participant

Permits administering organizations to accept gifts, grants, and donations from public or private sources and to collaborate with the Cancer Prevention and Research Institute of Texas (CPRIT) for funding
