Creates the Wise Regional Water District as a conservation and reclamation district covering Wise County, Texas, without requiring a confirmation election, with authority to provide wholesale water and wastewater services to municipalities and other entities

Establishes a board of directors with initial appointments from Wise County Commissioners Court (2 directors) and various cities including Alvord, Aurora, Boyd, Bridgeport, Decatur, Newark, New Fairview, Paradise, and Rhome, plus water districts

Grants limited eminent domain power (requires two-thirds legislative vote) with restrictions prohibiting condemnation of municipal or water district property, waterworks systems, or properties outside the county for reservoirs without prior notice

Authorizes the district to issue revenue bonds without voter approval, establish rates and charges for services, and prohibits the district from levying ad valorem taxes

Allows creation of subdistricts for orderly development of water and wastewater services, with their own governing boards and bonding authority subject to district approval

Creates a Class C misdemeanor for violations of water quality rules adopted by the district to protect water supplies
