Adds a statutory definition of "illegal alien" as a person who is not a U.S. citizen or national and is unlawfully present according to federal immigration law (8 U.S.C. Section 1101 et seq.)

Expands required provisions for interstate border security compacts to include ensuring "operational control" of the Texas-Mexico border through detection and apprehension or deflection of individuals attempting to cross illegally

Requires compacts to include enforcement of federal immigration laws covering detection, apprehension, detention, prosecution, release, and monitoring of illegal aliens

Mandates mutual support among compacting states for infrastructure, equipment, software, and personnel necessary to achieve border security objectives

Applies only to interstate compacts entered into on or after the effective date; existing compacts remain governed by prior law
