Exempts Texas Department of Motor Vehicles decisions to refuse, cancel, suspend, or revoke motor vehicle registrations from contested case hearing requirements under the Administrative Procedure Act, allowing such actions without a formal hearing after providing notice and opportunity to respond

Simplifies the electric vehicle registration fee structure to a flat $200 per 12 months of registration, eliminating the previous $400 fee for new vehicles exempt from initial inspection

Sets dealer's temporary license plate renewal fees at $0 (free), while original temporary plates remain $10; permanent dealer plates remain $20 annually

Expands grounds for denying dealers access to the license plate database to include fraudulent obtaining or use of vehicle inspection reports
