Amends Section 411.164 of the Texas Government Code to restrict crime laboratory portal access to only the defendant's attorney, removing the previous option for defendants themselves to be designated for direct access

Requires the prosecuting attorney to designate defense counsel as an authorized user of the crime laboratory portal to request discoverable crime laboratory records under Article 39.14 of the Code of Criminal Procedure

Applies only to criminal proceedings commencing on or after September 1, 2025; proceedings begun before that date remain governed by prior law

Passed the Texas Senate unanimously (31-0) on April 16, 2025, and the House (107-34) on May 23, 2025
