Establishes a rural ambulance service grant program administered by the Texas Comptroller to provide financial assistance for purchasing ambulances in counties with populations of 68,750 or less

Counties with populations under 10,000 may receive up to $500,000, while counties with populations between 10,000 and 68,750 may receive up to $350,000

Grant awards are one-time only; once a county receives a grant, it becomes permanently ineligible for additional grants under this program

Counties must purchase and take possession of an ambulance within five years of receiving grant funds and cannot reduce their ambulance service provider's budget in the fiscal year following the award

Comptroller must consider the distance from the county seat to the nearest Level I trauma facility and the county's financial ability to fund ambulance services when awarding grants; program begins January 1, 2026
